European construction products


The CE marking signals the conformity of a product with the essential requirements of EU legal regulations.
From July 2013 on, construction products that are subject to a harmonized specification may only be placed on the market in accordance with Regulation EU 305/2011, the European Construction Products Regulation (CPR for short).
Holzforschung Austria is a notified body pursuant to the CPR for all relevant areas of the timber construction industry.
Our test reports and certificates in this regard are therefore an important component of your authorization to label your products with the CE-marking and to place them on the European single market.

CE marking

The CE marking serves to achieve the "free movement of goods", one of the fundamental freedoms of the EU, and is the prerequisite for the placing on the market of a European regulated product in the European Economic Area.

As a matter of principle, this signals the conformity of a product with the essential requirements of EU legal regulations.
The CE marking is not assigned, but is affixed by the economic player (producer, importer, dealer) who places the product on the market in its own responsibility and in accordance with the respective regulations; it is primarily aimed at market supervision.

European Construction Products Regulation

One of these EU regulations which regulates the CE marking of products is the European Construction Products Regulation (Regulation (EU) 305/2011), in short CPR. It has replaced the previous regulation, the European Construction Products Directive (CPD) [on the approximation of laws, regulations and administrative provisions of the Member States relating to construction products]. From 1 July 2013 on, products that are subject to a harmonized specification may only be placed on the market in accordance with the CPR.

Holzforschung Austria as notified body

Holzforschung Austria – Austrian Forest Products Research Society is notified as a test laboratory and as a certification body (NB 1359) for the relevant harmonized specifications in the following product areas:

  • Timber construction products (EN 14080, EN 14081-1, EN 14250, EN 15497, EAD)
  • Wood based panels (EN 13986)
  • EAD wood fasteners
  • Locks and fittings (EN 179, EN 1125, EN 1158, EN 12209)
  • Windows and doors (EN 14351-1, EN 16034)
  • EAD for kits for buildings in wood construction
  • Wooden poles (EN 14229)

Decision on the issue, restriction, suspension or withdrawal of the certificate of constancy of performance of the construction product within the notification scope according to AVCP-System 1 on the basis of the following assessments and reviews:

  • Evaluation of the performance of the construction product based on an examination (including sampling), a calculation, value tables or documentation on the product description;
  • Initial inspection of the manufacturing company and the factory production control;
  • Continuous monitoring, assessment and evaluation of factory production control;

Decision on the issue, restriction, suspension or withdrawal of the certificate of constancy of performance of the construction product within the notification scope according to AVCP-System 2+ on the basis of the following assessments and reviews:

  • Initial inspection of the manufacturing company and the factory production control;
  • Continuous monitoring, assessment and evaluation of factory production control.

Assessment of the performance based on an inspection (on the basis of the sample drawn by the manufacturer), a calculation, value tables or documentation of the product description as part of the notification scope according to AVCP-System 3
